rail pressure issue

Hi all
I have 2007 315cdi sprinter...no start condition. Live scan shows that rail pressure builds to 360 bar in around 5 seconds and when i stop cranking it drops to 13 bar (actually i think it goes to zilch). Leak off test on injectors shows that they are not firing.. I suspect the fuel solenoid. When cranking it leaks at 360 bar.. is it true that when cranking, the fuel solenoid should not pass any fuel at all ? and also is it likely the ecu is not firing the injectors due to the rail pressure fluctuations..

i posted this this morning , may help

this is a strange phenomenon, travelling outback Australia, the van starting running rough and stalled a few times, plugged in my ICARSOFT and found low pressure side was falling below 90 psi and long starting cranks to restart
thinking an injector has failed i panicked
some of the symptoms i found
at 300 psi the engine would start (normal) , watching the rail pressure while driving the pressure would radically spike between 15000 psi to 250 psi, and fuel economy was shocking at 19ltr per 100

what surprised me is , i refilled the tank and added fuel system cleaner, drove the van 120 k,s and worked it hard up the hills to get maximum fuel flow
, now i have now problems again

my question is
can an injecter rectify itself with a fuel clean or do i have a sticky pressure regular value or other, etc

your comment with the leak off test, injectors not firing? 360 bar sounds like enough to fire the injectors? Did you find the root cause and what did you do to fix it? It sounds electrical to me?
